Necessary to turn off gas?

Same here. I had a guy show up to buy a bike from me. He was kicking and kicking but the bike wouldn’t start. I asked him, “did you choke it?” He said yes. I asked him “did you turn the gas on?” He said what? 
I turned the fuel petcock on and boom, the bike fired on the next kick. The buyer said he has never, ever shut the gas off.
