Is this a SCAM?

I've had much better service from Rocky Mountain than with Partzilla. Maybe its just me but I've had much fewer problems with RMatv/mc. Partzilla screwed me bad on two different occasions. I finally got the parts (all oem parts they said they had in stock) but it was more than two weeks late. I was getting vague answers from Partzilla so I ordered it from Rocky Mountain and had it within two days. Prices are comparable but may be a little cheaper with RM.

Well thanks I thought the cheap parts would be a scam. that they would not be real Honda parts.

That's what Rocky Mountain is. They stock huge amounts of parts from the oem's as well as aftermarket stuff. There is no online site that stocks oem parts that isn't a "dealer".  RM has two warehouses in the US, one in Kentucky and one in Utah.
