legalities of modifying a trailer in Texas?

I have a little 5x8 trailer with a 3500lb axle. I plan on modifying it in such a way as to hold my 2 dirt bikes and 2 atv's... Look at the pics... Is there any laws that say I cant modify a trailer in this way? notice I have 2x motorcycle rails outboard of the trailer interior. one sits on the tongue of the trailer, the other hangs off the rear. the atv ramps will be fastened to the top railing of the trailer and will be loaded onto the trailer from the side.... this will leave the entire bottom-interior area for coolers, fishing gear, gas cans, etc...
