oil filter

I believe that the open end goes out (facing the plate that you remove). The plate should have a slotted piece of metal sticking out which will fit snugly into the whole in the filter (at least it's this way on my 01' 426).

You are correct. The cover has a "tang" that goes into the filter, so the hole is outboard.
