WR400 with weak top end

My 2000 WR400 pulls hard at slower revs, but seems to be lacking at the higher RPMs. I'm curious if this is normal. I can easily power wheelie in the first 3 gears at slower RPMs, but when I have the engine revving (I'd guess around 7-9K), the bike doesn't accelerate as fast as I would expect it to.

This is my first thumper, so this could be normal, but I don't know. I tend to keep the revs lower than my street bike as it appears that's where the power is on this bike.

The bike has most of the free mods done to it, except for the YZ timing. And it has the stock exhaust.
