what is it and can it be removed?

Ok, what is the name of the 2 big parts at the bottom of both fork legs (inner tube comp) that holds the axle and brake caliper? Also, are they removable or pressed on to the tube?

Those are called fork lugs and they are very hard to remove on KYB forks without destroying. They are threaded on with a very good thread lock and a set screw. Some professional suspension shops won't remove them, and many of the ones that do tell you up front that they destroy almost half of them while trying to remove them.
