Does anyone know if wr 450, yzf450/250 plastic will fit on a wr400 2000 ??

01, 02 YZ250/426 will all work on the 400...except the shrouds. The mount at the radiator is at a different angle on the 400s...

You won't find a WR rear fender with the light provisions. You can use a YZ400/426 rear fender (you have to trim a bit on the fwd right hand corner to clear the pipe) and an add on tail light. One Industries, Polysport, adn Acerbis all used to make yellow plastic for the YZ400/426...
