my tps adjustment wont line up with screw holes!

this is kinda strange. i went to set my tps and i found the end of the throttle linkage wasent even engageing the tps sensor. i added a peice of plastic and i was able to get the voltage to change as i moved the throttle. i got .1v all the way closed and 4.8v with the sensor all the way open at idle. now my issue, when i get the sensor to .62v where it should be at idle, it is 90 deg off from the screw holes! ***?
