XL 600 Decompression Pin (Placement in Head?)

I have a 1983 XL600R and I need to replace the decompression rocker pin in the cylinder head. I have purchased a new pin from Honda , but I am unsure as to which direction goes into the cylinder (facing down) and which side of the pin should face UP (into the cylinder head cover - Top)

I have included pictures to show the pin. Does this groove end (shown in the picture with the red arrow) go up into the cylinder head cover or does it go down into the cylinder block?

The smooth part goes in, the groove end stays on top for easy retrieval. I've made that mistake once before... Hope that helps.
