Dives to right while braking?????

My bike (xl600) has always dived to the right a bit under medium-hard braking with the front brake. It feels like the front goes a bit to the right and the back goes to the left???

I emptyed the front fork end filled it up with new oil. Didn't help.

Took the front wheel off and inspected everything. New wheel bearings and everything else is good.

Checked the triple tree bolt torque and fork allignment. All Ok.

What else?? Stearing head??

I have a bit of clicking on the transition from rebound to compression on the front fork that I have been trying to chase down. Could it likley be the steering head?

I ordered new shock seals, so as soon as those get here I am going to take the shocks apart and inspect them too.

Any other ideas? Shock bushings?

Mine did that a little. Added a fork brace and it helped quite a bit. Switched to USD and it doesn't do it at all now.
