What is proper procedure to check float bowl?

If I am not mistaken, the float bowl level should be set at 9mm. However, I'm not exactly sure how to check it. Flipping the carb all over, I can get a reading of 9mm. But I'm not sure how far to flip it.

Here's how I did it Friday...turned carb all the way upside down. Slowly tilted back towrards upright position. The bowl started to fall out and it kind of stopped before falling all the way out. I measured where it kind of stopped and it was 9mm. But when it falls all the way out, that little tab is still touching that little tip. Is this correct?
