Make a XR600 CA street legal?

I am being told by a dealer that is no big deal to do, compared to say a newer XR. Is this true? I am talking about the paper work, not the mechanics of doing the electrics, etc.

Yeah, its no big deal, as long as you have the emissions sticker! I was denied dual-sport registration this week on my 97 XR600R w/Baja Design kit (legal lamps/mirrors/tires, etc) I even added speedo/odo, so they recorded mileage on my OHV!? Anyways, I have a few things to try, if that dont work, I have relatives in Az...

If I'm not mistaken back in 2002 or 2003 california made it virtualy impossible to make an XRR street leagal.
