Dirt Noob needs help

Howdy,

Okay, so I have never bought a dirt bike. I am looking at a 99 YZ400F that has a 426 kit on it, maybe 100 hours running time. It has the BAJA kit and only lacks a lefthand mirror. I want to make it street legal but the owner says he does not have a title.

I am in Texas.

Are titles not required for dirtbikes?

If I want to get the bike street legal, what do I need to do in Texas?

Last, is $2199 a decent price?

Up for sale is a '99 YZ400F with 426 kit. Bike is in immaculate condition and has been meticulously maintained. This bike is clean inside and out. Here is a list of the add on's and extras. All engine and suspension work performed professionally by EBR.

Oversize stainless valves, recent adjustment.

EBR suspension. Revalved for trail. Lowered slightly for trail.

New Ironman front and rear sprockets with X-ring chain. 51 tooth rear for trails.

WR Flywheel, stator and CDI. Flywheel is great for trails.

BAJA Kit. Wired but lights are currently removed from the bike.

White Bros. E-series exhaust.

Utah Sport Cycle skid plate.

Remote hot start.

Pro taper bars with moose bark busters.

Fastway pegs.

New Dunlop 756 front and Michelin S12 rear.

Extensive spares.

I would certainly appreciate any help. This bike looks like it would be great for riding the trails in the National Forests here. However, I want to be able to ride the 10 miles from my house to the trail heads, hence the street legal issues.
