Floating Disc ??

Dose anyone know what is meant by the term "Floating Disc" ?

This is commonly referred to in Supermoto?

As I understand it, the rotors are not a solid one piece, but rather are 2 piece. Hard to explain, but there is an inner part, then the outer part and they seem to be connected with something that looks like a large grommet type washer. not sure the advantage.

Your front rotor should be a floater. The inner section that bolts to the hub is separated from the actual brake rotor surface, which "floats" on a set of rivets. This is done to reduce the chance of the brake warping when heated suddenly in operation.
