Does it have to be plugged?

I have a question on the 650L carb. Look at the picture and tell me please if I have to plug this hole.

Mine has a hose from there to the engine side of the carb

No, do not plug as the picture indicates. It is the decelerating richening circuit, some call it the anti-backfire valve. It will run with it being plugged as normal until you let off of the throttle then it will tend to backfire more as the circuit cannot be activated to add a little more fuel. Very brief discription and I hope this helps.
