As far as I know, no. You would have to install a different ignition to have one.

Sure thing. IMO you dont need one unless you frequently miss shifts or have a trans that likes to pop out of gear. Aircooled XRs typically have a torque peak just below 5000rpm, so it doesnt do much good to rev their guts out. The power falls off shortly after anyway.
