yz400 clutch adjustment

I put a street legal kit on my yz and, of course, am on the street some. The problem is that at stop lights even with the clutch all the way against the grip the bike pulls and sometimes stalls (with really sucks with a kick start). I can't seem to adjust the clutch to be lazy enough for this not to happen. I know that this wouldn't be an issue if I was only on the dirt as intended. Is it possible to tighten the clutch enough for it to be street-able?
