Having lived in Tempe, AZ for 32 years, I'm pretty sure what the problem is. It's to freaking hot right now for bikes, lawnmowers or people to be outside. The fix for your XR 600 is that you need to be at your local sports bar watching ESPN 2 motocross while putting down a cold one. Cheers

When the bike fires does it make a zzzzzzzzzzzzz sound? I found out that my kick starter was hitting my frame (All of the white pait was gone right there) and was sticking so i would have to immediately lift it up with my boot. I fixed it by moving the kick starter out about 2 mm and never had the problem since.

Try taking it off and cleaning the shaft, maybe mud or some gunck could of got in it, greese it and try mving it out a little. If this dosen't help you may need to get a new shaft.
