Torque on bolts

I can't help but to wonder if some of the stripped bolts on the Hondas are due to less-than-top-quality torque wrenches which aren't too accurate. If the spec is really close to the limit then it wouldn't take much more to strip a bolt. If the torque specs were really wrong I would have thought that Honda would publish an addendum to the manual or something similar. Just a consipracy theory I had, I could be wrong. ?
