New Fork Seals

I replaced my fork seal about 1 yr ago and they are already leaking pretty bad.....not sure why

 

I see this rather odd procedure in the manual where you slip plastic over the end of the damper to slide the seal on?.....can anyone explain the why nd how of this a bit more?

 

Are the lips of the seal that flimsy and weak? Or does pulling the plastic off flip the lips of the seal in the right direction?
