MattC - if you had the suspension worked on and the rest of the bike is in good working condition you don't need to upgrade it to be competitive. What you need is seat time and proper technique. Quit reading about new bikes and study up on riding. I can guarantee that a brand new 16 isn't going to improve your skill or make you faster. It's not about the bike. I suggest you get some proper instruction from a riding school and concentrate on that rather than buying any bling for your bike.
