Please help identify what these are

The function of the sub tank is primarily nothing more than to increase the volume of air captive in the fork.  The captive air acts as part of the overall spring force when the fork compresses, so the more space there is for it, the more the fork is apt to stay plush through the whole stroke, rather than getting very harsh as it gets close to the bottom.  With the tanks, you can run the oil deep enough to be sure the cartridges won't fill with air but still have enough air space to keep the fork plush.
