2012+ WR450 in Canada

Looking to pick up a couple new bikes for my wife and I later this summer. I know that in the US, the bikes are all wicked lean with the throttle stop, and that you need to get the tuner to make it run right. I'm wondering if anyone who has one in Canada could confirm whether the bikes here are the same way or not, or if it was just something done to appease the hippies in California? Not a deal breaker, but I am curious. I know you can cut the screw off, but I'm more interested in how hard they apparently are to start due to being so lean.
