Repacking 2006, rivet question

Going to repack a 06 can. There is a metal ring on the outside of the muffler that is held on by the rivets on the inlet end. Is this ring necesary or only cosmetic? My rivets are a bit short and am wondering if it can be left off or if that is a bad idea and it needs to be there.

it came from the manufactor with it. there must be a reason why Yamaha's R&D thought to install it. i would think it's(the band) purpose is to reduce wear and add strength by distributing the clamping force of the rivets over a larger area
