2000 TTR250 chain slack?

just installed a new chain and drive sprocket, i adjusted the chain as per the manual with it up in the air on a stand so the front and rear tires hang free and the adjusted the slack to about 1.65 inches up down movement, set the bike down and ride around and it just seems like it has a ton of free play, read about the 3 finger test and i can fit damn near my whole hand under the chain...

It took me a few tries to get it right, place your 3 fingers around there. *----3----------() The end of the black swing arm protector plastic thing.. About 2.1 on the rear adjusters snails, and when you sit on the bike the chain tightens up. It shouldn't be so sloppy that at the point it could derail. I did this with the bike off the ground.

Or a simple possibility is the chain is too long and you have to pop a link or two out?? what does your manual say for chain length? and what chain did you buy? I think there 108? and most chain are sold 120 around my area?
