When it is time for revlave/ rebuild?

I need to know when to send my suspension out for a fork and shock revalve/rebuild. I definately know I need it. My suspension is turning to crap. The fork seals are blown, shock feels super stiff, I just believe it's time. My bike has 49 hours on it. I weigh 140 pounds with gear on and we bought the bike brand new so I doubt I would need new springs so that should save me a little bit on price right? Also, who do you recommend for doing the revalve/ rebuild? I want it done right. And what am I looking at on price? Surely it can't be for just $350 like a couple of the sites i already looked at said it would be. $179 for the forks; $179 for shock.
