I had just posted my son's 'very clean' 04 crf150 for sale in the classifieds when my son tells me he took a fall on his last ride on a trail.  Anyway it seems like the rear frame is out of alignment as seen only when standing behind the bike and looking down the rear fender. it looks like the left side is slightly lower than the right side of those two parallel frame pieces that support the fender/seat. Also the handle bars are slightly tweaked on the left side.
Now that Ive calmed down, I'd like advice on how expensive this is going to be to get fixed. .

I would say replace the bars they are cheap. How far out is the rear frame? My 230 frame is a little tweaked at the back were it comes up the tubes the fender bolts between. This area is just so the seat and rear fender are supported, you might be able to bend it back by hand if you pulled the seat and fender off. If you have to you could use a little heat if there is any buckles just make sure you stay well away from the swing arm mount and shock mount.

Put a pipe over the bent tube and gently pull it back into alignment.

This could work if its not bent to bad otherwise work hardening in the bent area will will cause it to bend elsewhere when bent back. If that makes any sense.

Makes perfect sense to me and from his description it sounds like its not bent too badly.  You have to try and get the pipe down close to the bend so that the force is focused in that area.  I have done it several times on different bikes to line things back up.
