The only one here that isn't a Yamaha is the CRF250R.

Well I would like a bike with a headlight already installed, so I was thinking of getting the WR250F, and changing the gearing to the YZ250F's gearing, doing some camshaft timing, etc, to make it more powerful.

Frankly, if you want to be able to trail ride and go slow and still go 80 mph you will absolutely need a wide ratio transmission. MX bikes have close ratio transmissions (not much spacing between the gears- i.e. less drop in rpm between the gears). And 80 on a dirt bike on the road.....death wish.
You might want to look at the CRF450X, WR450F, KTM 450/500 XC-W/EXC, Husaberg FE 450/570, Husky TE 449/511 if you really intend to go that fast on the road. Also, there are a lot of people that dual sport on the Suzuki DRZ400E which will do close to those speeds on asphalt. It is a bit of a heavy compromise once you get to dirt riding. Lots of mods available for that one. You might pay a visit to that forum hear on TT to get a better idea on that bike....seems to be pretty unique and perhaps close to the set of tradeoffs you are looking for and Maybe can be found closer to your budget.

WR250F or CRF250X or KLX300R.
You need to investigate the rules for dual sporting or plating these off-road bikes in Florida if you intent is to be able to ride the street occasionally. Also you need to look into the rules for getting a motorcycle endorsement on your license and insurance. Here in Colorado, you need to get a drivers license first, then you can apply for a year long permit for getting your motorcycle endorsement (by passing the written motorcycle test). And, during the 1 year permitting period you must ride under the visual supervision of an adult 21 and older at all times. Once this one year permit period is completed, you can take a motorcycle driving test ....and then you can get your endorsement (i.e. no way to get this before you turn 17 at the quickest). Not sure what applies for Florida, but if it is like Colorado, they dont make it easy.
