91 DR650 revs to 5G after cracking/releasing throttle

Been working on my 650 after letting it sit for a couple years.
Have had the carb off 4 times. Trying different things.

Replaced gas. Cleaned carb as much as I could with qtips and carb cleaner squirted into every available hole.
I'm finally getting to where it'll run but have some issues still.
Just put on a K&N air filter. New plugs. Adjusted valves and cam chain.

It's still pretty hard starting. But it always was.
Biggest issue now is that once I crack the throttle, it'll self-rev to about 4-5 grand and stay there for several seconds. I can pull it down if I'm riding by applying the brakes, but in neutral while tinkering it'll stay reved on it's own for a disconcertingly long time. Also general rough running/uneven behavior.
Bst-40 with no mods. Pilot screw is non adjustable, has a brass cap with a small hole in it there.

Been working on this bike almost every weekend for the last 2 months and am ALMOST there...

Hey again. After getting some good responses on another forum my bike is running better than it ever did.
I drilled out the plug blocking the mixture screw adjustment. I found that the setting was way lean from the factory. It was only 1 turn out. Also the tiny idle circuit orifice built into the cage that holds the floats was totally clogged from manufacturing debris.
Bike must have been assembled on a friday afternoon.
Runs great now. Much cooler too.
Have ordered a finger-adjustable mixture needle valve from Kientech.
