1971 TS250R seals

well my luck runneth out I think on crank seals.  I finished my TS250R and strated it up, very boggy and smokes. New top end 1mm over wiseco piston and rings, clean carb new coil.  will barley pulll it self up a hill and when you let the clutch out it feels like it is making next to no power.  Weird part is once it get going it will run up to 40-45 MPH, It breaks up during acceleration too.  My diagnoisis is that teh crank seals are leaking and it is running lean.

what say you wise two smokers.
