Today i saw oil by the kickstarter on my rm250. I was wondering if this is normal or a seal has gotten bad. The oil is where the kickstarter turns when you kick it

That's not normal. It should be dry. It's an easy fix, just buy Oil seal #6, then take off kickstarter and pull the old one out with some pliers and screwdriver. See the pic:
