Float bowl drain leaking heavily

As soon as i turn the fuel petcock on, and the entire time I'm riding, fuel just pours out of the hose that comes off the the very bottom of my carb. What does this mean?

Sounds like it may be a stuck float. Try tapping on the side of the carb/float bowl with the plastic end of your screw driver and see if it stops.
You did ensure that the drain hose screw is tight right?

I took the carb off the bike and opened up the float. Sprayed carb clear all over it and cleaned the needles. I also tested the seating on the intake of fuel by hooking up the gas tank to the carb and pushing the float up and down. When I do this, it works properly (no leak when i push it up, and when i let it down, gas flows in). Is this telling me that the seat is good? Or is it possible that Im just pushing it up harder than what happens normally?

This is generally caused by either a dirty needle and seat, a worn needle and seat, or a mis adjusted float. Most of the times if the carb has never been taken apart we can simply and carefully remove the float and seat and clean it. This will remove any dirt and grime leading to the seat and the float will remain operational. If this does not help is when we have to start taking float measurements, this helps if we have repair manual all the float level specs are in the manual. Generally if we press the float down with our finger we apply more pressure then the weight of the float would press. The float is submerged in fuel and the float tries to rise to the top thus shutting the fuel flow off with pressure. It is a minimal amount, we can test this by hooking up a fuel line or blowing air into the fuel intake. When the seat is closed we should not be able to blow through it or allow fuel to enter the bowl. And this can generally be test with the weight of the float pressing against the seat.
