Kickstarter return problem

Pulled the clutch cover off on my 89 rmx 250 the other day to put the new stiffer clutch springs in and when i put it back together, the kickstarter wont return unless its at the very bottom of the kick and you let it go quickly.  Half way it just stays there.  So i drained everything again and took it back apart and when the cover is off everything works great, and even when the cover is on and the bolts are just holding the cover but not tight it works as well.  When i torque everything down is when the issue comes.  I pulled out the kickstarter seal thinking maby it was rubbing on that but it didnt help any.  So im thinking either the cover is warped, or its hanging up on something but i cant seem to figure it out.  I let it sit for a couple days because i was getting frustrated with it.    Anyone ever have a problem like this?  Oh well, back to the garage to see what i can stir up.

So i took the cover off again and the kickstarter works fine like before, but i noticed i could move the clutch basket back and forth a bit.  I took the clutch apart and narrowed it down to what i thought it was which is the clutch basket needle bearing.  My question is, is this designed to move some or should it be stiff and not give?  I would think that it should be solid but i am not sure which is why i am asking.
