92 Yamaha waverunners

I got two 92 waverunners that have been sitting in the sun for a 1-1/2. Looks like there is paint chipping off. So is there a way to sand the painted part then paint it? It is only bad on the steering part that flips open. Thanks.

Sanding and painting should be fine. Use epoxy primer to help with bonding.
