First let me say, we do not have the restriction in the US. So what I say is what I have read. You probably have 2 levels of restriction. Both are on the carburetor.
Yes, there is a finger on the inside of the cap that prevents the vacuum slide from opening all the way up. Remove the cap and shorten the finger. I'm not exactly sure what it looks like so you will have to figure that out.
You may also have a slide control valve. That is the thing fastened to the bottom of the carburetor with a hose to the top. Remove and discard the control valve from the carb. Plug the hole on the carburetor top cap. Plug the hose that went to the control valve.
There are more way to improve performance, but I think the above are all the actual restrictions.

thank you very much you really help me!
you have an idea how many milimeters should i cut out of that finger?
i know that theres alot of ways and parts that can improve performance but now i look to give him the original power that he should have
thanx

You've really got my curiosity up: What are all the ways u can improve performance? i did the 3x3 mod (including re-jetting), haven't got a performance pipe yet, but what else can you do?

ok i understand..
but one more quastion - if i go to suzuki dealer and just buy a new cup of a 08-09-10 and so on, it will de-restrict it
without to cut and guess things about the cap?
barny - theres alot of ways to improve performance.. you can install a full system exhust whice is very recomanded and you can buy the FCR carb whice is a big improveman also. you can also get an open filter like K&N or something.. ive heard about alot of peoples that big bored there bike and more people that install hot cams. its all about your pocket and how far you want to go...

Stray wolf - You would have to talk to your Suzuki dealer. A standard cap would de-restrict but I don't know what your dealer would be able to order in Israel or what it would cost.
Perhaps someone can post a picture of what a standard cap looks like on the inside.
