I took some stuff from work that looks similar to that nitro tape.  We call it mastic, used to keep water out of a primary underground splice.  It stretches and is rubbery?

We use that on underground phone cable. Good stuff.

We put the factory 2012 cover on our 2011 SXF 250 but this isn't an easy do-it-yourself option unless you are comfortable pulling wires out of the plug and then getting them back in the right slot + resetting the TPS.  The dealer had trouble with the plug after the wires were re-installed and had to order a new plug - am I really glad I didn't try this at home because I would probably still be trying to figure it out!  I've used this tape in our irrigation system and it works great underground so I'm sure that it will work fine for this application - I'm not sure how it looks though :-).

I slit the side of it and used goop to seal it up again, worked perfect for me.
