Looking at buying a 300, and they rarely pop up for sale around where I am at! If they do, they tend to be older. A 2008 just went up 2 days ago and I am thinking about snatching it. Take a look and tell me if this guy is in the ballpark on what he is wanting? Sorry, very new to KTM. I've had a garage full of red my whole life but want to retire my old 2001 CR250 woods machine and give an orange bike a try!

I think it's a fair deal especially if he took the "OBO" and you got it for 3900 or 4K.

Kbb.com says high retail is $3700.... With the parts he has on say 50% of the value of the parts added on.. so what? like $300 + $3700 =  $4000 HIGH RETAIL....  Id offer him $3500.. Go as high as $3700? idk use judgement.. i wouldn't go much higher though. Condition is hard to tell from the one pic but as it looks and how he says it runs its a fair offer

In my neck of the woods, used bike sales are not going by the NADA or the KBB.  2 strokes are at a premium, and one that "looks" as clean as that one would go above the NADA and KBB prices.  It comes down to your best judgement...  Calculate a price your willing to pay, make your offer, if accepted great, if not, walk away.  I don't think $4,000 is an unreasonable amount.  I tend to keep my bikes for a while, so I don't mind paying what I feel the bike is worth regardless of the "published market" prices.

Good luck.
