I have an 03 TTR125L in CA and will be installing a big GUN pipe on it, he dealer is telling me the stock jetting is fine. This bike is hard to start.
Looking for some assistance.

I'm not sure if the jetting is different, but I have a '01 that had similar starting problems.
In my opinion the bike comes lean from the factory (at least the pilot). There are a couple things to do that will almost guarantee a first or second kick cold start. The first thing to do is put in a larger pilot. I went with a 17.5, one step larger than stock. Another thing to do is turn the fuel on, and lay the bike over until gas comes out the overflow (similar to starting a two stroke). Then give the throttle five full throttle twists, slowly. After doing this it will start on the first or second kick everytime. This is for cold engine starts. I've never had a problem with starting a warm engine. It always fires on the first kick.
Our TTR has a Pro Circuit T-4 pipe, and if I remember correctly I went up 1 size on the pilot and 1 on the main. If you end up cutting the top off the top of the airbox, or even removing the snorkel, more adjustments will be necessary.
