heres the issue i am reading. when the bike is at idle or not running, the main center power valve should be down blocking the exhaust port. the rotory valves should be closed not allowing exhaust to pass. as you rev the bike up or are out riding, the main valve will open the ehaust up and the rotory valves will open up allowing the exhaust to pass those.
as for the gas, i would not run the 87. you had it right with going to a better grade. i will not run anything less then 91 in my bike. i will run either 50/50 mix of 110 and 93 or strait 93 at 40:1
as for the not running, you may have fouled the plug trying to figure out your issues.

well thats how my powervalve is all the valves are closed when i is supposed to rev they all open to allow more air flow. i am about to try another spark plug but if its fouling spark plugs what do i do

okay started right up first kick.... the whole time it was the spark plug, but still no power. i hit the gas to hard and it starts stalling. wont bring the front tire off the ground in first. oh any i got one more problem. i have to drain my oil cause either gas or water has gotten into my crank case.... i put brand new seals on the water pump and if it was going through the head seal wouldnt it evap the water and go out the exhaust.... it could just be from draining it so many times and it pouring out of the cylinder when i took it off.

EDIT: it wont hit high rpms its just wont do it at all ima try to make a video or something of it running

pressure test your motor. just to make sure the head and seals arn't the source of your problems. it should hold 6 pounds for six minutes. the test will tell you if your head gasket is leaking by hearing air in the coolent system and tell you if your main seals are leaking. another test to rule things out.
what plug are you using?
what is your timing at?

not trying to be or sound like an ass, but i've seen it done and have to ask, is the piston in the right direction? arrow towards the exhaust.

timing i have no clue how do i tell. if when i was putting the flywheel on i was supposed to line something up then thats the problem.how do i set my timing. My dad told me the thing isnt strong a a honda z50.... thats sad. My dad said the compression on the engine is fine, i am just wanting to know why it has no power when i got a fresh plated cylinder new crank and piston. I took the cover off the pull rod for the powervalve and it pulls out when i slam on the throttle... I just relized that when i try to get it to high rpms it kinda sputters and feels like the engine jumps. my dad says that the fuel is igniting in the exhaust once i get the rpms up... if thats the case why would the fuel make it that far without burn....

that dosnt make sense . its probly your carb that somthing is screwed up. i am having the exact same thing with my 1979 rm 125 after the same parts as you. when its warmed up does it still have visible blue smoke after a couple runs?

im not quite sure, but the carb looked fine when i took it off earlier today. i know it has smoke but not sure if it does when it is warmed up. it just dont have power, i can see the power valve engage, they are in the right place, it seems like when its at higher rpm it loses power... I was hoping when i got it fixed friday i would be able to ride it this weekend. this weekend has not been a good one... i just wanna get it fixed so bad its been a while since i have been able to ride...

so here is a summary before i sit down and watch tv and quit for the night. The bike has a fresly plated cylinder, new piston, new crank kit, power valve does engage when i hit the throttle (yes it is in right), but the bike has no power, not even enough to pull the tire off the ground in 1st gear... The engine seems like it loses power when it tries to hit the higher rpm, and seems to make the engine jump. I am gonna try to get a video of something if no one knows whats wrong. Whats is the problem?

how about the flywheel? did you get it on the woodruff key? for some reason i kept pushing it off the crank when i went to install it. maybe your flywheel isnt keyed and it possibly rotated on you. i know i also sheered my key and had all sorts of issues. the nut backed off  on me. after i swamped it last fall and tore it down, i noticed the nut was loose again. something to check out.

i can check but i doubt it. the key was a pain to get on but i got it on. wouldnt it not run at all if that was the case?

mine stalled but i got it running till i got home than it stalled again and wouldn't start. ran like poo. the timing marks are on the stator plate. three lines. the case has a triangle cast into it and that is the timing pointer. the middle line is stock timing, left mark is advance and right mark is retard. which mark is your pointer pointing at?

okay well i took it off... The screws had fallen out of the plate... i lined it up with the middle line and tightened the shit out of it. ill let everyone know how it turns out tomorrow but there was a little oil in there like a few drops so i guess ima have to redo my crank seals again. i think there is water in my oil to so the water pump seal too  the oil is grey
