The KLR is your best choice for you and your budget. I would be patient and shop around for a clean, low miles, used KLR that already has some nice modifications done to it. The Mods can add up real quick, many spend 1000's on the KLR's.
For someone your size:
Suspension, front and rear
Seat
Bar risers, Bark busters
Luggage racks of some kind
There are many around that already have most of this stuff done.

I'm a DR650 rider ... a great road and trail bike but not quite as good for a Big Guy. The KLR is nicely spread out. With a taller aftermarket seat and stiffer springs and raised ride height, the KLR will suit you well. It's no trail bike but can do most dirt roads and easy two track.
Biggest problems with KLR is the Doo-Hickey (easily fixed) and broken and cracked sub frames. If you ride hard off road, fully loaded, this could be an issue.
If not, then not likely to be a problem for you.
