XR600 intake restriction?

On my '96 XR600 there is a plastic piece with 2 chambers about 4" that go from the top the of the air box down into the airbox. It looks like it is there to reduce the amount of air entering the carb. It makes taking out the air filter a big pain. My question is, can I remove this piece and toss it. I assume it is there because of all this CA smog BS, but does it serve a real purpose?

My bike doesn't have anything like you have described and it runs great. I would say toss it and check your jetting afterwards.
