Why not just spend $1500-2000 with a used Ninja 250?
Seriously, at 18 y-o; I would advice you to pedal a bicycle, drive a car, until you get enough exposure to drivers that do crazy things on the road.. learn how to respond to crazy drivers on the road in a car. In case of an avoidable impact, at least you have better chance of minimizing injury when surrounded by metal in a car.
Not only you might reduce your insurance cost when wait until 25 or above to operate a motorcycle, you'll likely to have better road sense to avoid getting killed by then.

Worse yet, your lack of knowledge how to respond when stupid drivers do crazy things that may cause you to crash.
Ninja 250 would be slow only for someone doesn't know how to ride it.
More HP, more engine output only make up for lack of riding skills.
Kawasaki ZRF 750 looks like a nice deal for a great bike. SV is priced too high.
Either one you choose, Don't get killed.
Plan to pay at least $600 per year for insurance, another $200-300 for riding gear.

The SV650 is a great balance between power/style/expense.
They have a low resale value so you can pick 'em up pretty cheap. The insurance for them is low, maintenance costs are reasonable.
