Hello all,
I am going to buy a new bike by the end of the month. I am a resident of Virginia but I am buying the bike out of state (Pennsylvania). My first question is: Is there anything special I need to know about doing that? In other words how are taxes going to come into play if I do that? Are there any ancillary fews that I will have to pay because I did that? My other question is, do I have to register the bike in Virginia (it will be used strictly offroad). If I did register it, would I then have to pay personal property tax, state tax ect... I plan on insuring the bike, so for those of you who insure it do you have to have proof of registration to insure it? I'm sure I'll have some more questions shortly, but any help would be appreciated!
Thanks,
Mark

If your not going to try to plate it, I wouldn't register it. If you try to register it, it will cost you sales tax (3% of vehicle value) and then you will get hit with personal property taxes. You don't need registration for insurance.

One other thing to think about unless this is a pure MX bike. A bike that is plated will bring a lot more at resale time & opens up a lot more riding opportunities. Just something to think about, since you can still plate a dirt bike in Virginia.

I had read on the forum that Virginia had stopped the "specially constructed vehicles" program for off road bikes? (legal method)

You dont need to register it but you do need to title it. With a title you are still going to get stuck paying PPT. According to the state anything bought/sold after 2006 has to be titled. There is a legal requirement for that. I had a bugger of a time because i bought a 06 KTM that was used "off road only" and no one ever titled it. It took me months to get it straight. Im an expert in the BS now :P. Technically you dont own the bike unless its titled. In the unlikely event that someone produced a title for it, that bike is theirs, regardless of what receipts you may have. Inspection and plating isnt too difficult as long as the title doesnt list it as offroad only.

One other small detail with all of this.... You might not pay the sales tax for VA when you buy it, but when you go to file your taxes for 2011, there is going to be a place where you are asked if you made a purchase in another state and brough it into Virginia. I know turbo tax has that question every year and I guess you could lie on that question, but..... Seems like any path you take, it comes back to paying the sales tax.
