Decompression Cam - Help!!!

So last night I had some free time and decided to go ahead and do a valve check and adjustment for the first time on my son's crf 150r.  I followed the manual and it actually went quite well.  I was impressed with how simple the process can be if you just follow a methodical approach.  I got it all back together today with a couple of new intake shims and the bike runs well.....with one excepetion.  It is brutaly hard to kick over.  I supect that I messed up on the decompression cam but the pdf manual that I am working from has terrible graphics.  Can anyone please provide detailed instructions or better yet a good pic of how the decompression cam should be installed.

How do you put in the decompression weight on the cam? How much tension do I need to put on the spring?
