power tuner

Can anyone explain this .
The tuner has values at 1/8,3/8, and 3/4 throttle.alomg with rpm at 4000,6500,9000. At 1/8 throttle you would never be at the higher rpms.
I know it all works but I really don't get it,

The fuel map not only controls fuel delievery during acceleration but also decel so it your wide open and snap the throttle closed you'd be a high rpm with a small throttle opening, only for a split second but it still requires proper fuel delievery.

You might also roll back the throttle at high speed and roll back into it. The whole fuel curve has to be mapped.
