This only happens in cool or cold weather. The accelerator pedal feels like it's stuck after it's been sitting for a while and after I press on it, it's free and it's fine. When I park the truck again and after it been sitting for a while, it does the same thing again. I've tried sprying lubricating oil on the throttle linkage under the hood and the hinges on the pedel inside the cab. Any suggestions?

Clean the inside of the throttle body, you have carbon or varnish buildup more than likely. It might even idle better once you do so.
You can also adjust the closed throttle stop slightly, but need to look at the TPS voltage while you do so.

+1 to carbon buildup....just get a rag and some carb cleaner or intake cleaner and spray and wipe

+2 on the carbon build up just past the buterfly valve. Carb cleaner will take care of the problem.
