what do I need to be able to powdercoat small parts at home? and those of you that know could you give me a rough price of what it would cost? thanks

You need an oven. Check Craigslist for a freebie near you. People do kitchen remodels and then get rid of the old ones.
You need a powdercoating gun/rig. You can start with a cheapy for around $70 from somewhere like Harbor Freight or the like.
The store that you get the gun from will likely have some basic powders to get you started but you'll soon want to get some nice colors from one of the more powder specific companies.
