2 stroke pipe repair is not too bad. Several places do it for $60. If you are safe and can do some research, you can do it yourself for less.

Check out the suspension, make sure he has done maintenance on the swingarm, pivot, and shock bearings.

03 is a decent year, can still get parts, etc.

Depending on the finish of the pipe, steel wool will remove rust nicely. If its black, then get some black exhaust header paint from an automotive store.

Most 2-stroke pipe repair places also clean up the pipe as well.

Sounds like its time to send it to a professional pipe repair place or purchase a new one. http://www.piperepair.com/

use a sos pad and some wd40. if the guy lets you too you should pull off the pipe to see in what condition the top end is in. if he doesnt let you push the kickstart down with your hand and if its easy to push, the bike needs a top end. i have a 03 kx125 and she didnt let me down so far, and like cxcmoto said check the suspention.
