Oregon is phasing in a new operators permit so people who ride the dunes might want to check it out. This paragraph is from their website:
'New safety laws are now in effect for operating quads and three-wheel ATVs (Class I ATVs) and off-road motorcycles (Class III ATVs) on lands open to public use. (See chart below for age-related timelines.) In order to make training as convenient as possible, the Oregon Parks and Recreation Department now offers this free safety and education program and certification online on this website.'

But in reading the 'from another state' link, the way it reads is if you took the ATV safety course in our state and have the card to prove it that will work for Oregon also.

Took mine earlier today. Then made my mom do it too.
Another rediculous card to carry around, but i knew it was coming after i had to do it for the water. Atleast this one was free. My boaters card was like 40 bucks or something!

The Parks and Wreck Department is using $5,000,000.00 to $6,000,000.00 of the OHV Fund for this! Does it still sound cheap? Gramps

it depends on your age. the first age bracket doesnt require them untill 2010. the next age groupd 2011. next 2012. by i think 2014 everyone is required to have them.
its really not that hard. go online and take the test, its free, its easy, it takes like an hour. you can even cheat the whole way threw it since you can read the chapters in a seperate window while your taking the test lol. all the answers are there for you. point is your learn, and thats all they care about.
