Acetone, mineral spirits, or kerosene and blow it out with an air compressor.

I use contact cleaner on mine, then hot soapy water, and blow out with air.

A can of brake cleaner works well for me and is something that I always have around the garage. It provides a nice stream that can be directed from the inside out of the filter to wash any particulate out. Then as mentioned earlier, a nice gentle blow out with compressed air and the filter is clean, dry and ready to re-install.

I clean mine in the parts washer (mineral spirits), then blow it out with air and re-install.

I use carb/choke cleaner on my Scotts. Then blow it dry with compressed air and reinstall.
